Job Description

The Massachusetts Technology Collaborative (MTC) is a public economic development agency chargedwith strengthening the state’s innovation economy and fostering a more favorable environment for the formation, retention and expansion of technology-related enterprises in Massachusetts. Through its major divisions—the Innovation Institute, the Massachusetts e-Health Institute,and the Massachusetts Broadband Institute—MTC is stimulating economic activity in every corner of the Commonwealth. The agency brings together leaders from industry, government, and higher education to advance technology-basedsolutions that strengthen regional economies, improve the healthcare system, expand high-speed Internet access and stimulate life sciences cluster growth.

The Chief of Staff reports directly to the Chief Executive Officer (CEO) and is responsible for managing meetings, events, networking and all organization marketing, communications, and media relations. The Chief of Staff coordinates the major activities and events across all of the divisions of the agency and assists the CEO in implementing her annual goals in accordance with the Board of Directors.  The Chief of Staff creates and implements policies and programs to enhance the image of the institution and effectively communicate the Corporation’s mission and programmatic activities to the citizens of the Commonwealth, local, state and federal government officials, colleges, universities and the technology industry community.  This position is based in the MTC headquarters in Westborough and requires frequent travel to the Boston satellite office and around the state.

RESPONSIBILITIES:

Under the direction of the Chief Executive Officer, the Chief of Staff will perform thefollowing:

  • Work with the CEO to achieve her goals
  • Oversee key projects, both short- and long-term, as determined by the CEO
  • Develop, coordinate, direct, and administer all marketing, communication and public relations policies
  • Refine the primary communications objectives of the institution and develop the critical messaging necessary to achieve institutional goals and objectives
  • Plan and implement communications and media contact strategy for the introduction of new programs, initiatives and publications
  • Develop ideas and opportunities for feature articles, interviews, presentations, and other public relations activities that promote awareness of the corporation and its programs, projects and initiatives
  • Represent the Corporation to the mediaand the public; initiate contact with media to publicize projects, initiativesand publications; respond to media inquiries
  • Oversee production of all corporate publications including, but not limited to, the Index of the MA Innovation Economy, e-Health reports; monitor publication budget to ensure cost control and quality
  • Prepare written and presentation material for the CEO and senior staff as needed
  • Research and write copy for corporate promotional materials
  • Oversee and coordinate contracts with communications firms to develop and carry out acommunications strategy for the programs in order to ensure detailed, sustainedcommunications with a variety of constituencies and through a variety of media
  • Advise on the preparation and presentation of corporate displays and exhibits for use at events
  • Coordinate corporate media-related events; in concert with program directors, coordinate program-related media events and conferences:
  1. Visit off-site locations where events will be held
  2. Plan and implement appropriate press / media contacts
  3. Assist program directors in event program planning and event content
  4. Maintain effective relations with counterparts in host locations
  5. Plan and oversee event logistics
  • Assist and coach corporate staff with public speaking engagements, presentations, andpreparation of articles for publication
  • Develop, maintain and revise corporate web site(s) to effectively portray the organization and its programs, projects and initiatives
  • At appropriate strategic intervals, develop and place print, radio and television advertisements in media that reaches the agency’s target audiences to support specific programmatic activities
  • Monitor MTC’s media coverage in order to produce news clipping packets and other informational materials for use in meetings and briefing sessions
  • Supervise the Publication Manager and may supervise interns or consultants on an as-needed basis
  • Perform additional tasks as may be assigned from time to time by the CEO or her designee

Desired Skills & Experience

1. Education

  • Bachelors Degree from an accredited college or university in public relations and communications or related field
  • Masters Degree preferred

2. Experience

  • 10 years’ experience in management positions of increasing responsibility involving: senior management at public, private or non-profit institution, public and media relations, social media, publication design and production, event management, multi-media usage (audio,visual, web, and print), government, and the selection and management of public relations and communications vendors.

 3. Knowledge,Skills and Abilities

  • Demonstrated ability to work across multiple disciplines to achieve strategic goals
  • Demonstrated track record managing complex projects and proven ability to lead talented professionals to get results
  • Demonstrated talent and expertise in strategic communications and corporate messaging
  • Demonstrated knowledge of the principles and practices of communications and public relations
  • Demonstrated knowledge of government, public and media relations
  • Demonstrated knowledge of current multi-media “best practices” for radio, television, film, video, CD, and Web
  • Demonstrated ability to remain current on “state-of-the-art” communications, public relations and media methods
  • Demonstrated ability to communicate effectively with a variety of constituencies across community and political lines
  • Demonstrated ability to understand complex public and political issues related to the technology sector, the innovation economy, and economic development
  • Demonstrated knowledge of state and local political processes
  • Demonstrated ability to manage, evaluate and motivate staff
  • Excellent written and verbal communication skills
  • Excellent desktop publishing skills
  • Excellent interpersonal and negotiation skills
  • Excellent organizational and work-management skills
  • Excellent PC skills and thorough knowledge of PC applications, e.g., Word, Excel, PageMaker, PowerPoint, Access
  • Ability to work independently, manage multiple priorities, shift priorities when necessary, and meet deadlines
  • Ability to interact effectively with MTC Executive and management staff, and employees
